Tier IX used to be a pretty decently balanced tier.
Also hilariously, while Premium Nelson rules BBs there, outside Nelson, it's Tech Tree BBs Lyon, KGV, and Sinop that are very strong, surpassing even the other Premium BBs there. Now, if Tier V Caesar gets lucky and scores a strictly Tier V game, there would be no CVs to reign her in anymore In the RTS days, if it was strictly a Tier V game, Zuiho and Bogue would be there to present a significant danger to her, but again, those 2 CVs aren't there anymore to keep her in checkīetween Caesar and Fujin / Kamikaze Clones, they have made the Tier V one of the most unbalanced tiers in the game. She came out during the RTS CV days, so not even the CVs of the era slowed her performance down despite her trash AA. Every other BB looks poor compared to her.
That ship has single-handedly disrupted Tier V Battleship balance.
